Senator Jacko moved that CS FOR SENATE BILL NO. 200(FIN) be returned to second reading for the purpose of a specific amendment, that being Amendment No. 1. Without objection, the bill was returned to second reading. 1993-04-21 Senate Journal Page 1638 SB 200 Senator Jacko offered Amendment No. 1 : Page 1, line 8, following "permittee at": Insert "certain" Page 1, lines 8-9: Delete ", eating establishments, and establishments with liquor licenses;" Insert "and eating establishments;" Page 9, lines 29-31: Delete all material. Insert "a retail establishment or an eating establishment, and the establishment is not licensed under AS 04.11.090 or 04.11.150." Senator Jacko moved for the adoption of Amendment No. 1. Senator Duncan objected. The question being: "Shall Amendment No. 1 be adopted?" Without objection, the bill was returned to second reading. Senator Jacko offered Amendment No. 2 : Page 2, line 8, after "a permittee": Insert "that is a noncommercial broadcasting station or a network of such stations" Page 2, line 8: Delete "50" Insert "80" Page 7, line 26, following "vendor.": Insert "If the sales under this section are made by a registered vendor, the contract between the permittees and the vendor must provide that the permittees shall receive no less than 80 percent of the ideal net." Page 9, lines 6 - 7: Delete all material. Reletter the following subsections accordingly. Senator Jacko moved for the adoption of Amendment No. 2. Without objection, Amendment No. 2 was adopted. The question to be reconsidered: "Shall CS FOR SENATE BILL NO. 200(FIN) am "An Act allowing the holders of a multiple- beneficiary charitable gaming permit that consists entirely of noncommercial broadcasting stations or networks of such stations to sell a pull-tab series at more than one location during the same day if the sales are made at the customary business location of one or more of the holders, at another location by an employee of one of 1993-04-21 Senate Journal Page 1640 SB 200 the stations or networks, or by a registered vendor; allowing permittees that are noncommercial broadcasting stations or networks s of such stations to contract with vendors to sell pull-tabs on behalf of the permittee at certain retail establishments and eating establishments; requiring at least 50 percent of the net proceeds of certain activities conducted by noncommercial broadcasting stations and networks of those stations be placed in an endowment fund, the earnings of which may be used for the purposes, and under the procedures, provided by law; allowing municipalities to prohibit vendors from conducting gaming activities within the municipality; relating to reports by the commissioner regulating charitable gaming to the legislature; requiring registration of vendors; relating to multiple-beneficiary charitable gaming permits and door prizes for charitable gaming; preventing persons with certain convictions from being involved in charitable gaming activities as a vendor; prohibiting a pull-tab game that provides a right to participate in a lottery if a prize or award in the lottery exceeds $250,000; requiring a vendor contracting with a permittee that is a noncommercial broadcasting station or a network of such stations to pay the permittee at least 80 percent of the ideal net for each pull-tab series delivered to the vendor by the permittee; and providing for an effective date" pass the Senate?" Senators Duncan, Donley objected, then withdrew their objections. There being no further objections, the Senate rescinded its previous action. Senator Jacko moved and asked unanimous consent that CS FOR SENATE BILL NO. 200(FIN) am be returned to the Rules Committee. Without objection, it was so ordered.
